I have the honour to transmit for your consideration the enclosed copy of a letter from the Inspector of Schools regarding the alterations and increases which should be provided for in the Estimates of his Department for 1905.

In most cases they are necessary for the development of the educational system of the Colony on the lines already approved.

As regards the first item, I have to refer

you to Mr. Chamberlain's Despatch No. 401 of November 21st, 1902. Mr. Williams, whose work as District Master at Saiyingpun School is very favourably reported on, is recommended by the Inspector of Schools for the Headmastership of the new Anglo-Chinese School at Yaumati, which will probably be opened in the Autumn of this year.

This School, which has been designed to accommodate 250 pupils, will probably become of great importance as Kowloon grows in extent and population. The temporary buildings now used accommodate about 90 boys; whereas the Inspector of Schools estimates that an average attendance of 200 during 1905 may be confidently anticipated.

I therefore recommend that as soon as the attendance reaches that figure Mr. Williams be appointed Headmaster at a salary of £360 rising
